Expanded chat rules

I love the addition of the expanded chat rules. I think it makes things more clear. In the past I've gotten a lot of "but ____ said I can say ____!" With how many members we have with kicking power, I think this was necessary.
However, I do think we should add the rule that Cubam Pete *is* the king of the rumba beat.
That is all. Discuss away.
